In 2025, the AI Competence Pact's 70+ partners jointly upskilled more than 314,000 Danes in AI. Now we're documenting what works–and what's still missing.

The report How Denmark Turns AI into Value is the first comprehensive account of the Pact's efforts. It shows that upskilling makes a real difference: employees trained directly on the job experience nearly double the positive impact of AI on professional development and job satisfaction compared to those who have received no upskilling.

But the report also shows how far there is still to go. 92 per cent of Danish companies and organisations have no AI competency strategy. 60 per cent of employees who haven't been upskilled want to be. The demand is there–the strategic frameworks are not.

Key findings from the report:

  • On-the-job training delivers up to twice the impact on job satisfaction and professional development
  • 6 out of 10 people upskilled are digital generalists–the group most often overlooked
  • Lack of strategic direction is the single biggest barrier, for both employees and managers
  • Confidence is not a prerequisite for upskilling–it is an outcome of it

The report was produced by HBS Economics for the AI Competence Pact and draws on monitoring data from the Pact's partners as well as the AI Impact Barometer 2025, covering more than 3,000 respondents across the Danish labour market.
